Housing as a Human Right

The Problem

BCC's housing crisis is not a supply problem — it is a policy failure. Luxury development has accelerated while truly affordable units disappear. Rent control, the single most effective anti-displacement tool, has been systematically weakened by council members who take developer money.

Our Position

We support building genuinely affordable housing — units affordable to people who actually live here, not 'affordable by design' luxury studios. We support strong, no-loophole rent control and stabilization for existing tenants. Any upzoning must be paired with mandatory affordable set-asides and anti-displacement protections.

Background

California's Costa-Hawkins Act limits local rent control but does not prevent it. Cities across the state have strengthened tenant protections within the law. BCC council members have had the tools and refused to use them.
